In accordance with Congressional and Secretary of War directives to improve and modernize the Defense Personal Property Program (DP3), the Personal Property Activity (PPA) has collaborated with the Institute for Defense Analyses (IDA) to conduct a holistic program analysis.
This was the first full market analysis of the program conducted in over twenty years and the first since industry deregulation in the mid-2000’s. The principal desire of the PPA and IDA was to assess whether the government was obtaining a quality of service commensurate to their costs. While scoping the research was a collaborative effort, the results contained in the report are fully the output of IDA research and analysis.

The PPA is responsible for managing the global household goods and privately owned vehicle program for the Department of War and U.S. Coast Guard. Its mission is to oversee all aspects of the moving and storage process, providing service members, civilians, and their families with the policy, resources, and support needed for a successful relocation.
